Perhat Kovusov was born on 6 June 1985 in Ashgabat. In 2005 he graduated from the National Institute of Sports and Tourism of Turkmenistan with qualifications in legal management and hotel management. In 2015–2017 he completed the two-year civil service retraining programme at the Academy of Civil Service under the President of Turkmenistan. After completing his military service (2005–2006), he gained early professional experience in the construction and municipal services sectors of Ruhabat district, Ahal province. In 2010 he joined the State Statistics Committee of Turkmenistan at its Ahal Province Statistics Directorate, where he worked for eight years in price statistics, progressing from Specialist to Senior Specialist and then Chief Specialist of the Price Statistics and Analysis Department. In January 2018 he moved to the Committee's central office as Deputy Head, and subsequently Acting Head, of the Directorate of Statistical Registers and Classifications. On 3 June 2018 he was appointed Deputy Chairman of the State Statistics Committee of Turkmenistan, the position he holds today. In 2023 he took part in a working visit to Geneva, Switzerland. He speaks Turkmen and Russian.
