Born in Istanbul in 1966, Mahmut Gürcan completed his education at Zeytinburnu Imam Hatip Middle School in 1980 and Şehremini High School in 1983 before graduating from Marmara University’s Faculty of Economics and Administrative Sciences with a degree in Economics in 1988. Between 1989 and 1990, he completed language studies at the Anglo School of English in the United Kingdom.
In 1988, he entered the business sector through eyewear manufacturing in a family enterprise. As Chairman of the Board of Doğan Gözlük Sanayii, he oversaw the domestic distribution and international export of manufactured optical products. The family-founded textile enterprise established under his leadership has been operating continuously since 2002. Chaired by Mahmut Gürcan, the firm conducts export operations to Germany, Italy, the United Kingdom, Greece, Spain, Poland, Croatia, Russia, and other markets.
Active in public and political affairs, Mahmut Gürcan entered politics in 1992 as the Yeşilköy Neighborhood Chair for the Welfare Party (Refah Partisi) in the Bakırköy district.
Subsequently, he served as Deputy Chair of the Refah Party Bakırköy District Branch, Deputy Chair and Board Member of the Virtue Party (Fazilet Partisi) Bakırköy District Branch, Founding Member and Board Member of the AK Party Bakırköy District Branch, and served three consecutive terms as AK Party Bakırköy District Chair. He was elected Member of the Central Decision and Executive Board (MKYK) of the AK Party at the 2nd and 3rd Extraordinary Congresses, and served as Advisor to the AK Party Central Organization Directorate, AK Party Central Headquarters Coordinator for Istanbul 3rd Electoral District, AK Party Central Headquarters Coordinator for the Eastern Anatolia Region, and AK Party Istanbul Provincial Deputy Chair responsible for Financial and Administrative Affairs. Additionally, he headed Election Coordination Centers in Ağrı, Şanlıurfa, and Denmark.
He holds memberships in the Istanbul Chamber of Commerce, Istanbul Chamber of Industry, MÜSİAD, İlim Yayma Cemiyeti, and the Ensar Foundation.
On 16 December 2021, he was appointed Deputy Minister of Treasury and Finance of the Republic of Türkiye, serving until 22 June 2023. On 22 June 2023, he was appointed Deputy Minister of Trade of the Republic of Türkiye.
He is married with three children and is fluent in English.
