Born in 1984 in the city of Anau, Ak Bugday district, Ahal province. In 2008, he graduated from the Belarusian State Agricultural Academy. By education, an economist. He began his career in 2001 as a computer operator and calculating technician with the Ashgabat Methodological Expedition of the State Corporation "Turkmengeology." From 2010 to 2012, he worked as a First Category Accountant and Senior Accountant in the Material Assets Accounting Department within the Financial and Accounting Directorate of the Turkmenbashi Textile Complex under the Ministry of Textile Industry of Turkmenistan. In 2012, he served as Chief Specialist in the Accounting and Financial Department of the Self-Supporting Repair and Construction Directorate of the "Turkmennebitonumleri" Main Directorate, as well as Chief Specialist in the accounting department of the private enterprise "Bakteriya." From 2012 to 2020, he held various positions at the Turkmenbashi Textile Complex of the Ministry of Textile Industry of Turkmenistan. In 2020, he served as Head of the Department for Coordination of Joint Ventures at the Ministry of Textile Industry of Turkmenistan. Since September 2020, he has served as Head of the Textile Industry Department of the Cabinet of Ministers of Turkmenistan.
