About

Eskender Trushin is a Senior Country Economist at the World Bank, covering Turkmenistan and Uzbekistan within the Bank's Europe and Central Asia region. He has served as the World Bank's Senior Economist for Uzbekistan for more than a decade and leads the Bank's macroeconomic and fiscal analysis for both countries. His areas of expertise include development economics, public finance, trade, institutional reform and water resources management. He is the lead author of the World Bank's Turkmenistan Economic Report (December 2024). In Uzbekistan he has led several of the Bank's flagship analytical products: he co-led the 2019 Uzbekistan Public Expenditure Review, the first since 2003, and was Task Team Leader of the second Public Expenditure Review (2022), co-authoring its chapters on fiscal policy and irrigation water management. He authored "Growth and Job Creation in Uzbekistan: An In-depth Diagnostic" (2019), which decomposed two decades of the country's growth and drew on three enterprise surveys of the manufacturing sector, and co-authored the trade chapter of the 2021 Country Economic Memorandum "Assessing Uzbekistan's Transition". With Francisco Carneiro he wrote the World Bank Economic Premise note "Changing for the Better: The Path to Upper-Middle-Income Status in Uzbekistan" (2013). Mr. Trushin has written on Uzbekistan's economy since the 1990s, contributing chapters on agrarian reform and on institutional barriers to development to the Central Asia volumes edited by Boris Rumer — Central Asia: Challenges of Independence (1998), Central Asia: A Gathering Storm? (2002) and Central Asia at the End of the Transition (2005). He works closely with government counterparts in both countries on fiscal policy, water-sector reform and development financing; in June 2026 he presented recommendations on financing the Sustainable Development Goals at the "Hard Talk" expert dialogue in Ashgabat.
