Adem Kula serves as Secretary General of the Union of Turkic Chambers of Commerce and Industry, the business arm of the Organization of Turkic States. Established in 2019, the Union brings together the chambers of commerce and industry of the OTS member states and observers to expand trade and economic cooperation across the Turkic world. He was elected Secretary General at the body's first General Assembly, held in Istanbul in April 2023, at which Rifat Hisarcıklıoğlu — President of the Union of Chambers and Commodity Exchanges of Türkiye (TOBB) — was elected President. Kula is also a founding board member and presented the organisation's annual report to that assembly. In this role he works to strengthen economic ties between the countries of the region and support the private sector, organising business forums, round tables and exhibitions that connect the business community with government bodies and promote the export potential of member states. The Chamber of Commerce and Industry of Turkmenistan became a full member of the Union in 2024. He has been an active advocate for Turkmenistan as a business destination, speaking at the "Investments in the Future of Turkmenistan" forum in Ashgabat, where he described the event as valuable for foreign investors making first contact with local businesspeople and officials, and noted that Turkish companies accounted for 34% of foreign participants — evidence, in his view, of growing business interest in regional partnerships. He has also highlighted the more than 2,000 projects Turkish companies have undertaken in Turkmenistan, particularly in construction.
