Vladimir Ivanovich Padalko is a prominent Russian economist and foreign trade expert who serves as the Vice President of the Chamber of Commerce and Industry of the Russian Federation (RF CCI). Specializing in foreign economic activity, particularly within East Asia and the Asia-Pacific region, he has played a major role in shaping Russia’s international trade initiatives. Early Life and Education: Vladimir Padalko was born on January 15, 1960. He pursued higher education in international economics: 1981–1986: Graduated from Taras Shevchenko National University of Kyiv, specializing in International Economic Relations, qualifying as an international economist and interpreter. 1988–1992: Attended Beijing Language and Culture University, earning a second degree focused on International Economic Relations and deepening his expertise in East Asian markets. Early Career & China Pioneer (1992–1995): In the early 1990s, Padalko became one of the pioneering Russian executives to establish and develop business operations within the markets of mainland China and Hong Kong. From 1992 to 1995, he served as General Director of "Rossin," a prominent Russian-Chinese joint venture based in Shanghai. Career in the Russian Chamber of Commerce and Industry (1995–Present): Padalko joined the RF CCI in 1995 and has dedicated decades to advancing Russian commercial interests domestically and internationally: 1996–2003: Official Representative of the RF CCI in Shanghai, China. 2003–2005: Deputy Executive Director of "OPORA RUSSIA" (All-Russian Public Organization for Small and Medium-Sized Enterprises). 2006–2012: Regional Representative of the RF CCI in East Asia (based in Beijing), actively representing the Chamber in intergovernmental commissions across Asia. 2012–2016: Director of the Department of External Relations and Working with Business Councils at the RF CCI central apparatus in Moscow. Vice Presidency: In April 2016, Padalko was appointed Vice President of the Chamber of Commerce and Industry of the Russian Federation. In this capacity, he leads international trade delegations, oversees cross-border investment projects, coordinates bilateral business missions, and manages bilateral business councils connecting Russian enterprises with global counterparts, with an emphasis on BRICS, SCO, and CIS economic frameworks.
