Sergey Mineyev graduated from the State Industrial University in Russia with a degree in Civil Law. He also graduated from Saint Petersburg State University of Engineering and Economics with a degree in Business Valuation and then from Moscow State Research University with a degree in Audit, Accounting and Analysis. In 2025, he completed the Doctor of Business Administration (DBA) programme at the Higher School of Corporate Management of the Russian Presidential Academy of National Economy and Public Administration (RANEPA). Mr. Mineyev has received international professional recognition from Chambers and Partners and Best Lawyers. He is a Fellow of the Royal Institution of Chartered Surveyors (FRICS, United Kingdom). He is also a Certified Management Consultant (CMC) accredited by the International Council of Management Consulting Institutes (ICMCI) and a member of ESOMAR. Mr. Mineyev has been professionally active in Turkmenistan since 1995. He is a qualified and licensed lawyer and tax consultant in Turkmenistan.
