Maksat Babayev graduated in 1996 from the Turkmen State Polytechnic Institute with a degree in Mining Engineering. From 1999 to 2005, he held various positions at the “Turkmengassupply” Directorate of the State Concern “Turkmengas”, including Head of the “Ashgabatgas” Directorate. Before being appointed Deputy Chairman of “Turkmengas” in 2012, he served as Head of the “Turkmengastransportation” Directorate. From February to April 2017, he served as the State Minister – Chairman of “Turkmengas”, and was later appointed Deputy Chairman of the Cabinet of Ministers of Turkmenistan responsible for the oil and gas sector. From 2018 to 2022, he held various roles at the Gyyanly Polymer Plant and the Gas Processing Directorate. From April 2022 to February 2023, he worked as a Senior Scientific Expert at the Scientific-Research Institute of Natural Gas of “Turkmengas”. In February 2023, he was reappointed Deputy Chairman, and in May 2023 — State Minister and Chairman of “Turkmengas”.
