Toyguly Nurov graduated in 2001 from Turkmen Agricultural University named after S.A. Niyazov. He began his career in 2002 as a military officer at the Ministry of Defense of Turkmenistan and later served in the Ahal Velayat Police Department (2007–2010). From 2010 to 2020, he worked at the Turkmensenagat Agency of the Ministry of Industry and Communications, rising to Director of the Kelete cement plant of the Turkmensement state company. In 2020–2021, he was Acting Director of the Baherden cement plant. From October 2021 to February 2023, he served as Deputy Head of the Department of Construction Production and Head of the Department of Building Materials. Since February 16, 2023, Toyguly Nurov has been the Minister of Industry and Construction Production of Turkmenistan.
