Hajymyrat Hudaygulyev graduated in 2003 from the Turkmen State Institute of Transport and Communications with a specialization in multichannel telecommunications. He began his career in the telecommunications sector the same year. From 2006 to 2019, he held senior positions in government communication structures, including Head of the Telecommunications Node, Deputy General Director, and Director of Altyn Asyr cellular communications enterprise of the state-owned company Turkmentelecom. In 2019–2020, he served as Deputy Minister of Industry and Communications of Turkmenistan and Chairman of the Turkmenaragatnashyk Agency. Since July 2021, he has been serving as Chairman of the Turkmenaragatnashyk Agency under the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan. Since July 2025, by Presidential Decree of Turkmenistan, he has been appointed Minister of Communications of Turkmenistan.
