Mammetguly Astanagulov graduated from Osh State University (Kyrgyz Republic) in 2007 with a degree in Economics. From 2008 to 2010, he worked in the Treasury Department of the Main Finance Department of Ashgabat. Between 2010 and 2017, he served in the Budget Department of the Ministry of Finance of Turkmenistan, and from 2017 to 2020, he worked in the State Budget Department of the Ministry of Finance and Economy. From 2020 to 2022, he worked in the Economic Development Department of the Cabinet of Ministers of Turkmenistan, and from 2022 until October 2024, he served in the Computer Technology Department of the Presidential Administration. In 2024, by Presidential Decree of Turkmenistan, he was appointed Deputy Minister of Finance and Economy of Turkmenistan, and on February 7, 2024, he was appointed Minister of Finance and Economy of Turkmenistan.
