Nokerguly Atagulyyev graduated from Turkmen Agricultural University in 1995 with a degree in Economics and Organization. He began his career as an accountant in the Gökdepe district, later serving as chief accountant at several enterprises (1998–2005). He then held senior roles, including deputy director of “Mary şeker” OJSC (2005–2006) and Chairman of the Association of the Food Industry of Turkmenistan (2006–2007). From 2007 to 2010, he was Minister of Trade and Foreign Economic Relations, later serving as an advisor at the Ministry of Foreign Affairs and Ambassador to Tajikistan (2010–2011) and the UAE (2011–2012). He became Deputy Chairman of the Cabinet of Ministers in 2012 and led the Turkmenabat Production Association until 2023. In 2023, he was appointed Chairman of the Union of Industrialists and Entrepreneurs of Turkmenistan, and in 2024 became Deputy Chairman of the Cabinet of Ministers.
