Professor Li Kouqing brings over three decades of distinguished expertise in regional economic and financial cooperation, and possesses deep expertise in financial governance, the digital economy, supply chain resilience, and the low-carbon transition. Prior to joining the CAREC Institute, Professor Li served as Director at the ASEAN+3 Macroeconomic Research Office (AMRO) from May 2022 to May 2025, where he developed the organization’s long-term strategy and strengthened its capacity to address evolving regional challenges. Before AMRO, as President of the Asia-Pacific Finance and Development Institute (AFDI) and the Shanghai National Accounting Institute (SNAI), institutions affiliated with the Ministry of Finance of the People’s Republic of China, he spearheaded initiatives that established both as leading centers for policy research and capacity building. Professor Li is widely acknowledged as a key facilitator of regional cooperation, building strong partnerships with governments, international organizations, academia, and think tanks across the Asia-Pacific. In recognition of his outstanding contributions to economic and financial cooperation, Professor Li was awarded the Special Government Allowance by the State Council of the People’s Republic of China. This leadership is further evidenced by his advisory roles, including membership on the World Bank’s Global Development Learning Network (GDLN), the CAREC Institute’s Advisory Council (2018-2021), and the Shanghai Data Exchange. He holds a Ph.D. in Business Administration and master’s and bachelor’s degrees in economics (Trade Economics) from Shanghai University of Finance and Economics
