Jeffrey Skarin is the United States Agency for International Development’s (USAID) Country Representative in Turkmenistan. He is a career Foreign Service Officer with more than fifteen years of experience advancing governance and public administration in South and Central Asia, Eastern Europe, and Southern Africa. Prior to joining the USAID Foreign Service, Mr. Skarin worked on economic development in Kyrgyzstan and Afghanistan. From 2003 – 2005 he taught English as a Peace Corps volunteer in Ukraine. Jeffrey Skarin holds a bachelor’s degree in Philology and a master’s degree in emergency management. He lives with his wife, Olya and 12-year-old twins Jasper and Sally. Mr. Skarin is from Baltimore, Maryland.
