Serdar Jorayev graduated in 2001 from the Turkmen State Institute of Economics and Management with degree in Intl. Economics and Management. From 2004 to 2017, he held various positions at Lebap Province Tax Department of Turkmenistan. From 2017 to 2018, he was the Head of Lebap Province Tax Department of the Ministry of Finance and Economy of Turkmenistan. From 2018 to 2022 he was the Chairman of the Parliamentary Committee on Economy. From 2022 to February 2023, he was appointed as a Deputy Minister of Finance and Economy of Turkmenistan. By Presidential Decree dated February 10, 2023, he was appointed as a Minister of Finance and Economy of Turkmenistan
