In 1996 he graduated from Aranmore Perth Catholic College. He successfully completed a bachelor’s degree from the University of Edinburgh in 1999 and a master’s degree from the Australian National University in 2003. From 2000 to 2005, he worked as an assistant manager at ADB. From 2005 to 2008 Artur worked for the United Nations Economic Commission for Europe. From 2008 to 2012, he was a statistician and secretary of the United Nations Economic and Social Commission for Asia and the Pacific. In 2012-2018, he worked in various positions at ADB. Until 2022, he served as Director of the ADB Resident Mission in Afghanistan, and since 2022 - in Turkmenistan.
